What Should You Compare Before Choosing?
TikTok Shop affiliate requirements in the United States include more than a follower count. An affiliate creator must meet age, location, identity, account-standing, and platform-policy rules. Once approved, access can still depend on whether a seller and product qualify, and some product categories add creator performance checks.
The shortest answer: an affiliate creator generally needs to be at least 18, based in the United States, have at least 1,000 followers, pass the required identity review, and keep a compliant account. Creators with fewer than 5,000 followers enter a limited pilot after verification. Seller, product, and category gates are separate checks, so one approval does not unlock every product.
| Gate | Who it applies to | What to check |
|---|---|---|
| Creator entry | Affiliate creator | US location, age, 1,000 followers, identity, account standing |
| Pilot access | Verified affiliate creator under 5,000 followers | Product quality floor and content limits |
| Seller eligibility | TikTok Shop seller | Shop Performance Score of at least 3.5 |
| Product eligibility | Each listed product | VoC Index and policy record |
| Category products | Creator promoting designated categories | Promotion Performance Score, Creator Health Rating, sales and content record |
TikTok's US Creator Eligibility Policy is dated September 25, 2026, and its Affiliate Marketing Policy is dated October 9, 2026. Check your in-app status because product-category rules differ.
1. Confirm that you are applying from the United States and are at least 18
The TikTok Shop Creator Eligibility Policy says creators must be based in the United States and at least 18 years old. These are baseline requirements for the US program, not optional account preferences. TikTok may ask you to confirm your age during onboarding.
Use the country where you actually live and operate. Do not try to work around a location check with a borrowed address, another person's identity, or a mismatched account. A mismatch can delay review or put access at risk. The policy also excludes Government, Politician, or Political Party Accounts from creator eligibility.
These rules apply to creators seeking US marketplace access. Creators elsewhere should check their own market's rules.
2. Choose the right creator account type
TikTok Shop distinguishes Affiliate Creators, Marketing Creators, and Official Shop Creators. The distinctions matter because their access and eligibility rules are different.
An Affiliate Creator self-applies for the Product Marketplace. A Marketing Creator is invited and connected to a seller's shop. An Official Shop Creator represents that shop but cannot access the open affiliate marketplace.
If you want marketplace products from multiple sellers, apply as an Affiliate Creator. A seller invitation is a separate relationship with different features.
3. Reach the 1,000-follower minimum for Affiliate Creator access
TikTok's September 2026 policy requires Affiliate Creators to self-apply and have at least 1,000 followers. Official Shop Creators have no minimum follower count to bind with their shop, while Marketing Creators follow seller-invitation rules.
Meeting the minimum lets you apply, but does not guarantee approval or access to every seller. TikTok still checks age, identity, location, account standing, and policy compliance.
If you are still building an audience, focus on publishing original content consistently and on a clear subject. Our guide to affiliate programs for TikTok creators without a blog covers ways creators can explore affiliate offers beyond TikTok Shop.
4. Pass identity review and keep your account in good standing
Affiliate Creators must pass TikTok's required identity verification and must not have a record of revoked TikTok Shop e-commerce permissions. The policy also says an applicant must not be associated with accounts whose e-commerce permissions were revoked. Age confirmation and identity verification are related steps, but they are not interchangeable.
Before applying, check that your account details are accurate. If TikTok asks for ID, use its official verification flow. Do not submit another person's documents or create accounts to get around a restriction.
A prior enforcement action can affect eligibility above the follower minimum. Resolve open notices through TikTok's appeal or support tools.
5. Understand the under-5,000-follower pilot limits
After successful verification, Affiliate Creators with fewer than 5,000 followers are automatically placed in TikTok's Affiliate Creator Pilot Program for at least 30 days. This gives eligible creators a path to start with limited access while they build experience.
During the standard pilot, TikTok says creators can access products with a Shop Performance Score of 95% or higher, publish up to three shoppable videos per day, host up to three shoppable LIVEs per week, and cannot join campaigns. TikTok may apply stricter Extended Pilot limits, including up to three shoppable videos per week and one shoppable LIVE per week.
To graduate from all pilot limits, a creator must reach 5,000 followers and remain in the program for at least 30 days. TikTok can allow some restrictions to be lifted earlier at its discretion when the creator passes a probation quiz, has at least 176 Creator Health Rating points, and completes an activity requirement. Those activities include six qualifying shoppable videos, a qualifying LIVE, or 10 shoppable orders. Early access is not automatic.
The pilot changes how much you can publish and which products you can access. It does not remove the need to follow disclosure, product-claim, and content rules.
6. Separate seller eligibility from your creator approval
The seller has a separate gate. TikTok's Affiliate Marketing Policy says a seller's Shop Performance Score must be at least 3.5 for the shop to qualify for affiliate marketing. The score reflects shop operations over the prior 90 days.
That seller threshold does not replace creator checks. You can qualify as a creator while a shop or one of its products is ineligible.
Check the program and product status in TikTok Shop. A visible product or seller invitation alone does not prove that the shop can open a collaboration.
7. Check each product's quality and policy status
TikTok's October 2026 Affiliate Marketing Policy says a product's Voice of Customer Index must be less than 1.5 times the average VoC Index for products in the same listing category. The measure compares customer feedback signals with the category average. TikTok also says products must not have intellectual property, fair trading, or customer-review policy violations, and must not be flagged as inauthentic or unoriginal.
This threshold applies to the product, not your account. More followers or a higher creator score cannot fix a disqualified listing. Choose another eligible item and review its terms.
The official Affiliate Marketing Policy gives the current seller and product qualification rules. It warns sellers above 1.5 times the category VoC average, while products above three times that average may be disqualified.
8. Meet category-specific creator performance requirements when they apply
Some product categories have extra creator gates. TikTok's Affiliate Marketing Policy lists a Promotion Performance Score of at least 3.5, a Creator Health Rating of at least 150, a track record of sales, and the ability to keep creating high-quality e-commerce content. Which checks apply can vary by category.
TikTok's Affiliate Marketing Policy explains that some categories use the PPS and CHR thresholds, while others use tailored requirements such as recent sales or sustained content quality. Some categories are invite-only. If a product cannot be added to your showcase, video, or LIVE, read the category rule and the notification in your account before assuming the problem is your basic creator approval.

| SPS 3.5 or higher | Seller shop | Check shop eligibility separately |
| VoC below 1.5 times category average | Product | Review listing quality and policy status |
| PPS 3.5 and CHR 150 | Some creator and product categories | Requirements vary by category |
